Log on as MANAGER.SYS and do a :CONSOLE command (no parameters).  It'll
tell you which LDEV the system "thinks" is currently assigned as the
console.  If it reports anything other than LDEV 20, enter :CONSOLE 20
and you should begin receiving console output again.
 
If the above doesn't work, then you'll need to check that your physical
path to the console is correct in SYSGEN.  Make any corrections needed,
then =SHUTDOWN and START NORECOVERY and all should be fine.  You may also
want to check that the serial connection to the console is plugged into
the correct port and that all connections are good and tight (you won't
believe the number of times I've responded to a "dead terminal" call only
to find that the serial connector was laying on the floor rather than
plugged into the wall!!)
