        return  Dumps config,MPE, but no accounting structure or files.
When using this for COLDSTART
                the accounting structure and files remain intact. When
RELOAD, the accounting
                structure and files are lost.
        futuredate      Dumps config,MPE,accounting structure, NO Files
        backupdate      Dumps config,MPR,accounting structure, all files
modified since this date.
        0       Dump config,MPE,accounting structure, specified files.

Using this for system backup makes each backup set (1st reel) a cold
load tape.
For system backup, our FILELIST would be

For CLT, our FILELIST would be
