As usual, the taxpayers will pay (one way or another).

According to this morning's news, the US government has added over
1,000,000 more employees since 9/11. To counteract the appearance of
the financial implications they are offloading some of their efforts to
private companies. The cost, of course, still comes out of the
taxpayers' pockets.
