There have been a number of CSL programs that can report this, and I think
(but don't really recall for sure) if the Robelle HowMessy program reports
this.

If you are looking for a programmatic method, and have a Pascal compiler,
you might contact some of the admins at Circuit City (Mike Hooper of Greg
Fuvala [sp?] -- 804.527.4000).  I wrote some code when I worked there which
would selectively return most of the internal Image data primitives from
the root files, or as needed, datasets.  High water marks were one of the
supported fields.  The routines read directly from the root file and user
labels in datasets and did not require exclusive access, though they do
require priv mode.
