A "position paper"?  If HP doesn't get it now they never will.

The "position paper" is as follows:

The HP3000, with MPE, is:

1.  Robust and almost fail safe.
2.  Suitable for new applications.
3.  Highly Posix compliant
4.  Affordable (good cost performance).
5.  Proven.
6.  Has a high profit margin for HP.
7.  Extensible (NT could be put on it, etc.).

Be my guest, change the above order and add to it.

A couple of other maxims apply.

1.  Don't try to fix it if it isn't broken.
2.  Buy class not fad.
3.  Build on what works.

It there much more to it than that?
