The "wrong" is that you're trying to FTP *to* your PC, presuming that it can
act as an FTP server. But it can't. PC's are FTP clients only. Indeed, you
wouldn't want it any other way. If all PC were servers, any yahoo that runs a
web page anywhere in the world could hijack your machine by silently FTP'ing
executable code into your PC and then running it.

If you do want to FTP to your PC, you're going to need to put an FTP server
on it. The FTP code that exists on a PC is client-side only. For server
purposes, I've been extremely pleased with RhinoSoft's offering, Serv-U:

Its security is quite good and easy to understand.
