We had an issue Alan describes, Telnet worked but VT-MGR did not.
Ended up adding a parameter in our start up job stream:
NSCONTROL SERVER=VTSERVER,20,1000
Apparently the limit was low so that the number of VT-MGR sessions ran into a limit (perhaps a few hundred or so). The "1000" parameter raised it from the default. (Don't remember what the "20" is for, outgoing maybe?)
