Thanks to all who replied so quickly.  I'm almost too embarassed to say that
the answer to the problem was that the molded modem cable had the 'dataset'
end connected to the computer and the 'computer' end connected to the modem.
I are a bonehead.  Thanks to Major at ATS in Cleveland for the solution.
