With the ENFORCE LOGON UDCS set to OFF it does exactly what it says,
allows you to logon with PARM=-1 and not run the logon UDC's. All
showcatalog does is examine the COMMAND.PUB.SYS which will show the
UDC's still set for the system, account, user although not executed.
If it didn't work that way then that could cause another issue whereby
you wouldn't know what UDC's to unset if you're stuck with a security
locked system.

I would think that you want ENFORCE LOGON UDCS set to OFF, since what
you are trying to do is bypass the logon udcs with the parm=-1.
Do you have SM capabilities in the user/account that you're logging on
to?
