Thanks to the HPRC (which helped me when I didn't think they would) 
and Duane Percox, my terminal wiring problem is solved.  Turned out 
to be operator error as the DTC Terminal Profile being used for all 
terminals was flagged as a modem profile.  I guess I'll have to fire 
that System Manager who created the config - oops, wait a minute, 
that's me! :-)
