Tracy is correct based on my personal experiences. Moreover, once you realize that the 'outsourcing' company is not really getting the job done on time or anywhere near close to specs, you'll also realize that you've spent a large chunk of money. The next step is that you'll end up throwing yet more money at the problem and the consulting company because of the thought that the end is near...this can go on for quite some time.

The general wisdom I've heard about Indian contractrors, is they DON'T have the experience to do the job They will bid first, THEN configure themselves by hiring the personnel needed if they win the bid.
