A better process is actually build a job or script that creates the
indirect file (with correct accounts) for each volume set every night
before the backup is done.

My original question was how do you restore only the mpexl_system_volume_set from a full backup tape after a disk crash. The answer is that you have to specify the accounts you want. So how do I include the posix files on the system volume set and exclude posix files on private volumes? Do I need to exclude all the accounts on private volumes? Has someone written a script to do this already? 

Wild guess #2: 

RESTORE *T;^INDFILE;OLDDATE;SHOW=OFFLINE;KEEP;PROGRESS=10 

PRINT INDFILE 
/
-/SYS/PUB/LOG####
-/SYS/PUB/NMLG####
-/PRVTACT1/@ 
-/PRVTACT2/@ 
.....

Restore everything but exclude log files and accounts on private volumes.   

Its seems like there should be a easier way?
