I was reading the Autorestart manual on LaserRom today and it looks like the
dump area must reside in a non-system volume set.

It turns out that my loaner porting machine does have Autorestart on it, but
unfortunately the 3 disks are all part of MPEXL_SYSTEM_VOLUME_SET.  It will
take more time than I had available today to determine whether I have
enough space to split off a disk and make it non-system.
