I have used compiled both expat (http://expat.sourceforge.net/) and rxp
(http://www.cogsci.ed.ac.uk/~richard/rxp.html) on MPE/iX using the gcc compiler.

I used the xmln program (with the expat library) to transform XML into something a
little more manageable in COBOL, since our database uses COBOL dataypes. See
http://www.digitome.com/pyxie_download.html

Any of the Java tools should work, too.
