Donna:

Even if a user has SM capability from his pc/terminal the outfence command
must be executed from the system console.

The console operator must :ALLOW your user the command (if my memory serves
me correctly) and then :DISALLOW the command after the need for it has
expired.

I don't know if there is anywhere inside Vesoft that will override that
function. Maybe there is, maybe not.

A phone call to Vesoft may help you out.
