Not sure without looking at the NMMGR manuals, but wouldn't host based
switching configure the DTC MAC address on one 3000 and 000000000000 on
the other 3000? This way it would also be clear, which of the two hosts
is responsible for responding to the DTC download request. The second
host would access the DTC by its NS/3000 style node name, I believe.
