pretty, those kites, huh? the wind in the Gorge is strong mostly because
it's the only gap in the Cascade thru which the pressure differential
generated by high heat in the desert to the east and steady cool on the
coast can try to stabilize itself. where exactly the wind will hit the
surface varies a bit, but in the HR vicinity, chances are VERY good there's
STRONG wind somewhere most every day from May thru September at least. The
really cool thing is you can be sitting on your porch in HR (or maybe Full
Sail's porch), 100 yards from the water, and while there's barely a breeze
on your porch it can be honking on the water.

The pipple with the "kite/parachute affairs" call it kitesurfing. Once
you've learned to control a 4-line kite (actually rigged as 3 - the front
lines are tied together and hooked, ultimately, to your waist), which is
pretty easy and can be learned on land with stunt kites or trainers, the
rest amounts to "waterskiing from a helicopter". Most frequently, the board
used is like a wakeboard or a snowboard; some pipple even use stiff
snowboard-like bindings for super edge control.

In the Gorge, you'll see some pretty tiny kites due to the high winds, but
kitesurfing's explosive popularity seems to be largely due to less need for
windspeed - a 10mph wind is plenty - you'd rig a 16-square-meter kite on
25-meter lines, and have plenty of power to a) stay upwind, and b) jump
(more like 'get yanked', but gently) 30 to 40 feet in the air, and land like
butter.

Considerably more dangerous than windsurfing, but much easier - the learning
curve is measured in hours instead of years (which is why windsurfing is
such a geezer sport!).
