Right!  And in a perfect world, managers and execs would ask payroll clerks what
they need in order to do their jobs more effectively.  But all too often it
doesn't happen that way.

Wayne (a programmer/DBA who's often had to tell users they can't have what they
need, because someone higher up than either of us decided against it)

It's true that users just want to get the job done.  But, payroll clerks
don't buy computers, managers and execs do.
