How about using the VSUSER command. If there are files open it will show
the users that have those files open. If there are no files open and no
users logged into the VS, it returns a CIERROR of 10625. I'm not sure
what happens if a user is logged into a VS but is not accessing any
files, but for backups maybe that doesn't matter.

Does this help, or am I misreading the question.
