I recently did a similar job at a large corporation.   I exported
IMAGE databases to relational databases and burnt them to CD ROM.

I was able to preserve Dataset names, Item names, Item Keys and data
types.  Data typing is the biggist issue when you convert, as it
causes data loss.  The relational tables were not linked, but you can
easily do this with SQL for historical reporting purposes.

But there are limitations.  There is no silver bullet solution. You
must weigh the costs.
