That is all quite correct.  We do have what is called 'selective enforcement'
though.  2 years for spray painting a political message but probation (if
anything) for regular graffiti is not exactly equal punishment for equal acts.

Vandalizm here in LA is a constant and growing problem yet the police do
little if anything.
