This happened because the last time you started your system, you did a START
RECOVERY. In that case, the system loads from BOOTUP instead of CONFIG to
ensure that the configuration doesn't change. BOOTUP is created by the OS
from the last successful system start and cannot be modified. You won't be
able to make configuration changes on the fly until after your next
NORECOVERY.

I an trying to setup network printing for a client, and I get an error I
have never seen before after I had created the devices in ioconfig. I was
