Boy, I had a hard time using query to reproduce a waiting lock.
Finally went into debug to change the dblock mode to 5 (unconditional).
Anyways, here's my test output from DBUTIL,

In your sample above, I see no contention. I thought a waiting lock
would show the set name so that you would see the name twice.
With the held locks shown first, then the waiting list following.
