All the third party store utilities for the HP3000, unless explicitly
disabled, will prefix any store tape they create with a 'slimed down'
version of the utility, in MPE 'store' format so that the contents of the
tape can be 'restored' on an HP3000 machine that does not have the third
party utility.  Thus, in this case, store would have encountered a valid
label.

Paul Christidis and others write about STORE/RESTORE not reading a tape.  I
agree that it does not
sound like a store tape, could it possibly have been a tape created by a
third party process like RoadRunner
which does not use standar STORE labels?
