Good Morning

        I have been asked to locate a tool that will create the SQL
        definition language from an Image database. We are just 
        looking for a tool that will create the SQL schema, not move
        any data between the databases.

        Thanks in advance for any suggestions.

If your database is attached via IMAGE/SQL, you can use the program SQLGEN.PUB.SYS.

Use the GEN TABLE command and put in the image database you want, or whatever owner you used at attachment, as the owner.  It will generate SQL statements in the file name it prompts you for.
