Problem solved!  (you might know, just minutes after my last post)

The problem was that the telnet line in the inetdsec file on the existing
HP 3000 installed base is very, very long, and the offending system was the
last entry on the line, and the line apparently had some non-printing
character in the entry for the offending system.  Editing the telnet allow
entry in inetdsec by rekeying the entry for the offending system solved the
problem.

Now, why didn't it just say "Connection Refused"?
