When streaming batch jobs

I have two machines running 5.5 PP 6.  I am running SEC3000 by VESOFT and using STREAMX on both machines.  On one of them when a stream a batch job in the local account it request the account and user passwords.   On the other it  does not request these passwords.  

Does someone know where this parameter is set.  This is blocking my job scheduler.
