A suggestion which is in line with what has already been espoused.

Having done this for SYSBASE and DB2 data warehousing projects among others,
this is what I did.

Using COBOL (PASCAL and others are acceptable) I wrote a routine to take
advantage of ROBELLE's SPEEDDEMON routines, for high speed access. (These
intrinsics allow you the same performance as SUPRTOOL but in a programmatic
surrounding.) Their online manual comes with examples. I then internally
modified the output for all numeric items to an ASCII value.

I have made the assumption that your data sets include binary or precision
numeric data, which is something you must recognize because you may have
translation problems. These values can easily be translated to character
mode with a sign field.
